The UK Government has announced new measures to reduce regulatory burdens for pubs, clubs and restaurants — a move widely welcomed by the hospitality industry. In a bid to revive and futureproof the night-time economy, ministers have committed to streamlining licensing processes, supporting alfresco dining, and giving more power to mayors to override unfair planning rejections.
Under the banner of the Government’s “Plan for Change,” the initiative aims to make the licensing system more consistent, transparent, and proportionate, offering much-needed relief to hospitality operators who have long voiced concerns over bureaucratic barriers to growth.
A New Chapter for Nightlife
Among the headline changes is a landmark pilot in London, where the Mayor will now have new “call-in” powers to challenge licensing refusals in nightlife hotspots. If successful, similar powers could be extended to mayors across England, enabling greater alignment between local economic ambitions and policing strategies.
Chancellor of the Exchequer Rachel Reeves said:
“British businesses are the lifeblood of our communities. Our Plan for Change will make sure they have the conditions to grow – not be tied down by unnecessarily burdensome red tape.”
“A thriving night-time economy is good for local economies, good for growth, and good for getting more money in people’s pockets.”

“For too long, well-run hospitality businesses have been held back by fragmented and often opaque licensing frameworks,” said Marcus Jones, Managing Director at Capcon.
“Our clients consistently tell us that it’s not just about permission to operate – it’s about clarity, confidence, and fairness. These changes send a clear message that the Government is listening.”
As a trusted partner to some of the UK’s leading hospitality brands, Capcon provides stock control, compliance support, and employee screening services tailored to the sector. These reforms align with our vision of empowering operators to focus on delivering excellent guest experiences — not being overwhelmed by red tape.
A Timely Opportunity – But Vigilance Still Matters
Chairman of Capcon, Ken Dulieu, added:
“Any steps to reduce unnecessary bureaucracy are positive — but compliance risk doesn’t disappear when the rules change. In fact, transitions like these can introduce new vulnerabilities if not managed carefully.”
“As regulations evolve, so must internal controls. We encourage businesses to use this moment not just to celebrate, but to review and strengthen the operational processes that underpin their success.”
What Businesses Should Do Now

- Engage with local authorities as powers become more devolved to metro mayors.
- Stay ahead of risk with strong back-of-house controls — including stock management, employee screening, and site audits.
